The long term solution here is for stations like Metropark and New Brunswick to have island platforms and to use backtracking.

In other words I agree, both states view it as a good outcome because it lets them have their big ticket projects. It's why there were no comprehensive studies done on replacing the terminal: that was beyond the remit being discussed at the table.

NJ fought tooth and nail to get a new PABT as their "equal" payback for the reconstruction of both LGA and JFK. It's bare-knuckled, zero-sum politics, not planning.
