It’s definitely a TNG plot, and not improved by bolting on the “seriously, FUCK O’Brien” bit that DS9 mistakenly thinks is good shit. But it IS improved and made more native to the show by tying it back to Bajoran terrorism. Moreover it’s a highly creative use of Trek superscience in that context.

In that one episode of deep space 9, Hard Time, where they slam twenty years of prison memories into O'Brien's mind in the span of two hours they kinda show off that they have access to a tech that they could use to rapidly train people for anything.
