But Israel "propping up" or favoring one group over the other wouldn't mean they were puppetmasters who forced Palestinians to form militant resistance groups focused on destroying Israel. Palestinians could've rejected any such hypothetical efforts and said "No thanks, we want peace!"

The PA is the legitimate government, while Hamas is a coup regime governing Gaza autonomously, but both Palestinian governments had kept the conflict going instead of seeking peace, and neither holds regular elections. The PA just promises to hold them someday, while Hamas rejects the concept.
