Make it a per mile fee. As people fill up gas they can apply a payment to their mileage bill, maybe $.10/mile to start; $0.20 per mile for the heavier vehicles. This would help to push manufacturers to make vehicles a bit smaller following consumer demand to qualify for the lower rate & better mpg
