I just don’t see any direct evidence that Holmes’ vaunted powers of manipulation go beyond clumsy mimicry and bald, transparent lying. Everyone seems to assume there must be more because it worked so well. What if our society, especially the wealthiest part, is simply that gullible?

And the examples cited are... Hamilton and Ottawa? Really? These are not exactly shining beacons of more effective governance than our systems are, and the imbalance they have between suburban and urban representatives would present a similar problem here.

Concerned about the suggestion at the end of this piece that Waterloo Region could function more effectively as a single-tier municipality, especially when we're getting a provincially appointed chair. Amalgamation does not save money nor necessarily result in a more effective bureaucracy.
