Yep. Under WI rules (where I practice), you may not hold yourself out to the public as a lawyer, attorney at law, solicitor, counselor, etc. unless you have an active law license.

Is there a jurisdiction that lets you work as in-house counsel without being admitted to practice? Usually there's a carveout that if you're admitted SOMEWHERE you can be in-house counsel in that state, but I don't know of any that let you practice without being admitted anywhere.
