But that still doesn’t establish your conclusion. “They already got tax cuts elsewhere” doesn’t mean a new Portland tax has no marginal cost. The question is whether this tax changes business behavior in Portland. That requires evidence, not a comparison to Trump.

“Trump’s tax cuts were bad, therefore Portland’s new local tax won’t burden businesses” is not an economic argument. It’s a subject change. Trump’s tax policy has nothing to do with whether Portland’s tax is good policy. “They’re rich” doesn’t prove it won’t cost jobs, investment, or businesses.
