Gandalf suggested Moria because he'd heard Balin had gone there, and most orcs in the Misty Mountains were wiped out at the Battle of the Five Armies. As far as anyone knew, there were probably dwarves in Moria, and probably not orcs.

In the movie, it's Gandalf being waruly of going through Moria. In the book, it is Gandalf who suggests Moria, and Aragorn tells him "‘I too once passed the Dimrill Gate [...] but though I also came out again, the memory is very evil. I do not wish to enter Moria a second time."
