Because of my background, I have to ask if these had planning consent and were they sanctioned by the highway authority (if on the highway). Traffic sign rules explicitly forbid this type of sign being used for advertising. www.bbc.co.uk/news/article...

The cyclist obviously did nothing wrong here, they stayed in their lane. Not reasonable to expect him to stop on a hill behind a parked car to give way to traffic in another lane. There is no requirement for cyclists to give space to cars, nor is this purely a result of the cyclist’s actions.

That would be one of my points in an appeal, if they are going to judge the cyclist passing a parked car, with an oncoming car (something he can see and judge, rather than a car passing from behind that he can't) then ANY infraction on the video should be dealt with, incouding dangerous parking.
