No, actually it is a Declaration - an edict. It is not 'legal' per se. It is aspirational. It is explanatory. It is not 'legal'. It is a credo. It is foundational. It is historical. It is not 'legal' in the sense that it defines, mitigates or codifies any right or power. As aspiration - good stuff.
