Not a given that consumers ratepayers have to foot the bill for this and we will fight to make sure that doesn’t happen. Trump admin should cover costs not one utility’s ratepayers.

FYI, the 90 day duration isn't because they want to minimize environmental impacts. 90 days is the max allowed under the legal authority they're using as a pretext for this order. That's why it expires mid-Aug despite their (flimsy) justification calling out August as an especially risky time.

I used this as an example of a "nudge" in my env econ class. Michigan drivers can pay for a seasonal state park pass when they register their car each year. They currently must opt in for the pass, but a new bill would change it to opt out. Interested in watching the results.
