The progression of questions is a slow warmup for boiling the frog. There's an underlying deviousness to this effort, somebody will profit of this even though it didn't pass this time.

Canadian federalism has a number of interesting quirks - most of the questions seem to be within the Federal sphere and I suspect the provincial Pemier was looking to have a mandate to present the questions as the wish of the people of Alberta in negotiations with Feds. Not sure if it will work.
