Yes, it will have been built when the motorway was extended through to Colne. The late 1980s saw a few of these types of underpasses become popular, one of the few good things from Roads for Prosperity that got abandoned.

Just slows them down. I'm not personally convinced there's a legal restriction in place. There are more than a few signs around Trafford that appear not to have any legal support.
