German car factories have overcapacity. By delaying the combustion phaseout, you turn it in ‘natural’/managed factory closure; it’s cheaper & politically safer if staff retire/leave by themselves. Where this calculation goes wrong is that China sales collapsed sooner than expected, as did the US.
