If I could shoot lightning out of my fingers to harm others, it would not be for fun. It would be strictly business. You would get a form in the mail 2 weeks ahead of time, so you know when I'm coming to electrocute you, how much agony you can expect, etc. The whole thing will be pretty streamlined.

and they do take EVERY claim at face value. Ben 10 v Green Lantern, they gave GL the ability to travel through time because... one time one unnamed lantern desperately asked to do so and the ring told him no, so clearly its something they can totally do
