It's not just that the proportion from outside Europe is higher, the absolute number more than tripled due to the government lowering the standards required to obtain visas. It should be understood that this wasn't an inevitable side-effect of Brexit, but a deliberate political choice by Johnson&Co.

The only reason to leave the freedom-of-movement zone was to reduce immigration, but since the Tories massively increased non-EU immigration at the same time, we got the worst of both worlds. If Starmer cut non-EU immigration down to pre-Blair levels, he might have the political capital to rejoin.

Fun fact: My country had both for decades. Some areas will never recover from that. In fact it got so bad the protests that did lead eventually to the fall of the regime started because of environmental concerns in the North Bohemia.
