Intriguing thought: was SCt actually tempted in La. redistrict case to strike down entirely VRA sec. 2 on theory it could not survive 15th Am. but that idea lost majority support so Alito et al. simply made it unenforceable? A cynical way to pretend SCt was not nullifying Sec. 2 in toto?
