Kinda? Upper Manhattan and the outer boroughs are still relatively affordable but NYC builds _less_ housing per capita than SF: we're just still chewing through the overhang of the postwar boom and 70s-90s white flight. Once that's used up, it's SF-style vaporlock at megacity scale.
