Imagine that the p($1B+ unicorn) is 10% higher in California (as research suggests) than in the next-best choice. That's a $100m value, at minimum. Another one-time 5% wealth tax would reduce the extra CA payoff to...$95m. It would take a lot of those to get me to found my startup somewhere else.

New working paper: the Norwegian wealth tax was a huge success. The "exodus" of wealthy people never happened (less than 100 individuals left). Tax revenue increased by 71.5%. No changes in business activity or investment. www.nber.org/papers/w35854
