Yes, it's an improvement: the agent is showing you its policy. Mine argued when rules were absolutes. "Never do X" in AGENTS.md wins over a one-off ask. Scope each rule to when it applies, and add one line: a direct instruction in the session overrides standing rules. Refusals got rare after that.
