The bottle bill will remove a huge portion of litter from neighborhoods & parks & rivers. The cost of beverages will won't change—consumers pay the deposit & get it back when they return their empties. It works in 10 states w/more than 90m people. It will work in DC. www.wusa9.com/article/news...
