Seizing derelict or outright abandoned property seems to take ages. Never been privy to what that process looks like, so I don’t really know why it’s so slow… if it wasn’t economical to run a downtown surface lot indefinitely, there’d be some pressure to get development moving, I think

Oh, sorry, my note was ambiguous: not suggesting public investment in downtown parkades. Should be privately developed. But surface parking downtown also needs some serious structural disincentives, imho, reducing the viability of surface lots as a means of speculating on future value of property.

Winnipeg could use more downtown parkades instead of surface lots, and a better park-and-ride setup into downtown to bridge the limits of our transit service. There’s *lots* of parking downtown overall, but people are usually looking at parking within a block or two of their destination.
