My last dealing with X.25 was in the early 00s. A banking customer came to us and said "We know this is really antique, and we understand if you can't, but do you have ANY way to help us with X.25 networks in parts of Africa where that's all they have?" (sadly, no, we'd retired our last X.25 stuff.)

Besides the X.25, I was also dealing with the Secure Unix folks in Whippany, who could handle Orange Book single-computer rules, but Red Book network stuff was still mostly just research. And all this had to be Commercial Off-The-Shelf, in spite of random NSA rules for "set this X.25 parm that way."
