Case: 🇦🇹Austria–🇮🇱Israel and Soviet Jewish transmigration, 1970–74. Results: In crisis, both governments fell back on intelligence channels - for opposite reasons. Austria outsourced costly ties to an insulated apparatus. Israel used integrated services to bypass diplomacy. doi.org/10.1093/fpa/...
