"It was a great plan. We just couldn't execute it." Then it wasn't a great plan. It might have been great for a team with different skills, processes, money, and experience. You don't have that team.

Values are higher priority than strategy. Strategy must conform to values, not the other way around. Interestingly, even the "old style" strategy folks like Rummelt, Collins, Martin, and Mintzberg all agree on this point. It was true even in the 70s/80s.
