I'd argue "fixing bugs" is valid form of development acceleration

Accelerating finding and fixing bugs and vulnerabilities is still accelerated development. And it's not just open source. Companies that are scanning their apps and infrastructure are (where I am, at least) are having a ton of development work fixing defects and vulns.
