I agree, mini publics basically can't be scaled. I see their value basically as idealized focus groups.

Thanks for tagging me! No idea if that has been done. However, I've always seen the promise of deliberation more in terms of surfacing value tensions than making citizens more like experts, which is what Fishkin does.
