Im assuming the compact is a federal law or series of laws or something? (I can look it up myself tho)- if the compact is triggered is it thinkable that later there might be a Serious fed law to make the PV perennial ?

Yes! If more electoral votes are added or a state repeals the law, it goes back to being dormant until enough EV are bound by the compact!
