Some of this could be mitigated via a bike signal head, but those are currently banned w HAWKs. It’s just blisteringly bad design, and a huge tell that state & federal regulatory orgs have no idea what they’re doing wrt bike traffic design.

That's not exactly true. Half signals are an example of a stop sign paired with a ped head, they are just very uncommon outside Seattle and Portland.
