I'm confused by this because isn't the logic of HLA based on the logic of Prop 10 and Prop M in San Francisco which specifically gave citizens standing to sue the city if they abandoned transit projects? There might be another one but I know this is the model for good and ill used in SF.

i passed by motor today and the unprotected bike lanes were gone. instead of installing protected bike lanes, @ladotofficial.bsky.social did large asphalt repair and left cyclists to bike in mixed traffic with no paint on half the street.
