There is a deep irony of a government that supposedly cares about place and devolution yet managing higher education in a way that is reinforcing agglomerating forces.

One thing not much discussed in relation to all this is how much universities collectively rely on free academic labour outside university spreadsheets. Peer review, service for professional associations, etc are significantly unfunded/under-funded - yet the whole research ecosystem relies on them.

The frustrating thing is that some unis have made poor infrastructure decisions (e.g. expensive London campuses to try and attract international students), but that's because of the mad incentives of the system the government has created (international students are the only way to pay the bills).

Also seemingly not well understood by the new Education Secretary who seemed eager recently to blame poor university leadership for job cuts and financial struggles rather than relentless cuts to domestic student fees income - universities largest income stream - and immigration policy.
