    HR 3045 is significantly stronger than this analysis (and many others) suggest. § 5 defines ‘person’ to mean ‘individual or entity’ and ‘entity’ to include all organisations. § 3 covers ‘complicit[y] in’ settler violence—which could include not just the Hagmar and Pakmaz but even the IDF as a whole.

    I think I also pointed out to @diplomatofnight.com that although HR 3045 may be viewed as more ‘moderate’ than HR 10642, waivers/exemptions under HR 3045 only cover § 3(b)(2) (visas etc) and not § 3(b)(1) (asset blocks), but waivers/exemptions under HR 10642 § 2(f) cover all the sanctions envisaged.
