The IDE already has the semantic index, refactorings and inspections, so exposing them as tools beats the agent guessing from raw text. With 97 tools, how do clients keep tool selection reliable? Filtering, or does the model cope with the full list?

Yes - the useful harness is not just eval prompts. It is test data, adversarial cases, cost/latency budgets and rollback when a model change breaks behavior. Boring distributed-systems work, now pointed at LLMs.
