Outside Imperial Regnum Regis, most of this barely functioning simulacrum of order is downsized in the extreme. It's all small city-states to scattered tribes, where a lot more is shared, or hoarded, or just raided for. Payment for most is loot, babey. Or the chief's dudes hands stuff out.

Soldiers get to loot, and more or less keep whatever they take from battles. It's great, every ding dong day is like a Diablo map, only sometimes YOU are the loot. What about taxes and all that "civilized" nonsense? The tithe is the emperor's goons coming and taking your stuff, choom.

In the country, you make money on town market days. You otherwise are remunerated in food or favours. In the towns and cities, they have coins made of zero value iron with official stamps most people don't have the tools to duplicate. It's more "the emperor's marks say you gotta give me that item".
