In 1987 the former chair of the Oregon Republican Party, Walter Huss, wrote a screamingly racist letter to Rep. Margaret Carter, the first Black woman to serve in the Oregon House of Representatives. Huss was appalled by her opposition to apartheid, and his letter contained this doozy of a "fact."

one of the things that drive me crazy about the defense of impoundment is that it is in such obvious bad faith. like, of course congressional appropriations are directives! why would congress have oversight powers if the constitutional expectation was that appropriations were advisory?
