Making an educated guess that it's likely members of the sound staff. Check the composer list on the OST's vgmdb page vgmdb.net/album/2870 The person kneeling in front looks like Hiroto Sasaki (similar long hair+chubby face), guy on the right kinda looks like Akihiko Ishikawa's vgmdb profile pic

You should be asking why Rockstar gets to do this and doesn't run into any issues with payment processors, while the rest of anyone drawing or writing "explicit content" on any platform have so much trouble getting paid
