I agree those are necessary, but not, I think, sufficient. I‘d add: finding a way to let each kid learn at their own pace rather than getting dragged along the treadmill at the pace of weekly curriculum standards, whether or not they’re ready for the next step. And, enough safety/stability at home.

I would add boundaries, consequences, and responsibility. Children need to have consistent, re-enforced rules that they can understand and follow. Consistent consequences (age appropriate & not physical) for breaking those. Responsibility for themselves over time.
