The rate of atmosphere loss is determined by molecular speed, which goes up with temperature, and by escape velocity. So Titan, which is very cold, has an atmosphere despite its low escape velocity. And Mars, which is not as cold, lost its atmosphere despite somewhat higher escape velocity.
