The correct move for CEQA is to repeal it and the "public interest lawsuit" system that empowers judges to make policy decisions. Replace it with a regulatory system to achieve our policy goals. But the Prop 45 drafters are A) idiots and B) central valley sprawl developers.

The other thing is, they genuinely produced something, however reprehensible their methods. There really were railroads. There really was oil. There really was steel. It is one hell of an indictment of these times that we're looking back at those guys with even the meagerest trace of appreciation.
