If Rayner had set out to minimise her tax bill, she could have waited til her son turned 18 before buying the Hove house. She didn't because she wasn't trying to minimise her tax bill.

I agree that Labour aren't driving the saliency of the issue. (It was undeniably high before Brexit and then Conservative incompetence after 2019 made it ridiculous). To have a Government in power not to try to address the number one salient issue among voters would be surprising 🤔

Housing is genocide sign seen at a NIMBY protest today against a mixed income high rise. The new homes are less than a few blocks to a trolley stop. And the neighborhood is majority white and middle to upper income.

Mixture of reasons. Biggest one is that ad hoc, non-statutory provision has shrunk, meaning EHCPs are the only way to get half-decent support (the majority are now initiated by schools). Start to fix that, and numbers will come down naturally. It's not a case for snatching rights away.
