This seems to be largely a rewrite of the Biden EO that it revokes at the end (14120). The main differences seem to be far fewer descriptions of concrete timelines or potential deliverables as well as removing mentions of racial/socioeconomic disparities. Otherwise uses a lot of the same phrases.
