It has a large impact in every way it counts. Turkey is not trying to block this from the world, just from their own citizens. The people who it is relevant info for primarily. I don't think you can just "turn it off" either, it is mandatory in the official app which means mandatory for most users.

Sometimes "doing business" should not be the ultimate value but Bluesky is signaling here that it is for them. Even old Twitter fought Turkey on these. Wikipedia did too and won.
