I wasn't aware of any states that allow you to buy ACA-compliant policies outside of either open enrollment *or* special enrollment period qualifying life experiences/events. You can buy *junk plans* like "sharing ministries" or "short-term limited duration" plans year-round in most states, though.

Households who earn less than 150% of the federal poverty level *used* to be able to enroll year-round, but the Trump Regime ended that last summer. Also, members of federally-recognized American Indian tribes & Alaska Natives can enroll year-round.
