morally, there should be no difference between quantifier_ids(expr: &Expr, out: &mut Vec<Ident>) and quantifier_ids(expr: &Expr) -> Vec<Ident> I feel like this reflects existing PLs inability to speak at a high enough level, is there some other kind of declarative specification we could use?
