Do it with the technologies themselves. High tech but with only artsy technologies vs. berserk cave dwellers seems fair. One you unlock steel weapons, get a bonus in particular circumstances like "close clash against the inferiorly armed." On the individual level, better weapons are already better.

Then roll TERRITORY+SOVEREIGNTY to unlock a particular technology at your level. Good level of fiddly? Or too complicated?

Hm... so you could set it up that you roll TREASURE+SOVEREIGNTY as a monthly action, Difficulty = to new tech level. That's how you rause the general TL.
