Also if you are not up, people are going to start asking why you shouldn't be out. It's borderline acceptable in back and mid office, but for front office person to get a reputation for being unambitious is really bad. If you won't go for promotion, are you going to hustle for revenue?

Again, a small take home increase *this year* but career progression, a chance of more valuable pay rises in future and even just basic compounding at least in (hopefully) inflation matching rises. Idiotic not to take it

His take home pay wouldn't be less. The higher rate only relates to the higher earnings, so it would be more, just not as much more as he wants. Also he could stick it in his pension and pay no tax on it at all.
