Show PostNot really. The Army's promotion system was just seniority: no merit, no up or out. Marshall replaced it with 2 reviews: vetting for vigor and judgment by a panel of retireds he selected; testing in Louisiana Maneuver for ability to innovate with the new tech (tanks). 11 of 42 GOs commanding passed.
