A lack of education almost certainly plays a part for sure. Honestly, personally I think news also plays a part there. I mean, the only time the average person see anything incest-related is likely going to be a news story about sexual assault. Even just seeing some positive stories could help out.

There's also something to be said about many people just seeing the societal taboo aspect and refusing to think beyond that; simply having a kneejerk eww reaction and taking that as morality.
