That distinction from the opening crawl - and Rogue One in development - meant we had to craft any victories won by the REBELS crew to be specific to their cell, or localized in such a way that it wouldn't upset the 'first victory' moment that created the state of civil war.

It’s the “rebel’s first victory” that prompted the Emperor’s disbanding of the Senate for “the duration of the emergency.” That was established to be the Battle of Scarif in Rogue One.

“Holding her is dangerous. If word of this gets out it could generate sympathy for the Rebellion in the Senate.” / “There’ll be no one to stop us this time” are Ep IV lines with huge lore implications that shape the roll out of conflict in this particular era. I think they’re often overlooked.
