Trump says countries that buy oil, gas from Venezuela must pay 25% tariff to U.S. All a bit puzzling to me as the U.S. imports 222,000 barrels per day from them and we have a large chain of Valero gas stations that use it exclusively. What am I missing?

I asked President Trump in the Roosevelt Room a short time ago if the 25 percent tariffs on countries doing business with Venezuela he announced today would apply to China and if the 25 would be on top of existing 20 percent tariffs.
